Stew the yellow onion, add grated carrot and keep stewing for a few minutes. Add chopped tomato and keep stewing few more minutes. Add rice, garlic, parsley, salt, pepper and 2 cups of water and keep stewing until rice is cooked. At the end, add chopped Tunino Mediteran smoked tuna fillets and mix it well.
Evenly divide the mixture among the peppers, place them in casserole, pour water, add laurel leaves and cover with aluminium foil. Bake it at 200 degrees, until water boiled. Remove foil and bake and keep baking until peppers are softened.
